Support linux-aarch64 #282

Most conda-forge packages now support linux-aarch64. Lack of this arch hampers usability of julia with conda environments.

There's already an existing issue re arm64, but it doesn't distinguish between osx-arm64 and linux-aarch64. This is issue makes it explicit in the title. See #261
