update to 2.4.3, make noarch: python #51

As of the 2.4.0 release, keras only supports Tensorflow as a backend. Specifically Tensorflow >= 2.2 is required. Support for Python < 3.6 has been removed. This allows the recipe to be converted to noarch: python
