Upgrade LLVM to 18 on macos/arm

This upgrade is needed by the rerender.

This triggers the following upgrades:

• cmake (newer LLVM requires zlib that older cmake cannot work with)
• zstd (newer LLVM requires it)

We also set a specific make version.
