WIP: Readd `make check` #6

Reverts PR ( https://github.com/conda-forge/libarchive-feedstock/pull/5 ) so that make check is being run again. There is probably more work required than a simple reversion, but this at least queues up that change and keeps it on the radar.

Turns out make check was blocking our Linux deployments ( https://github.com/conda-forge/libarchive-feedstock/issues/3#issuecomment-227556577 ). Will have to carefully explore make check to figure out what about this step causes problems for the CircleCI uploads.
