update to libarchive 3.6.1 and add minimal build for micromamba #76

The top level meta keys are in an unexpected order. Expecting ['package', 'source', 'build', 'test', 'outputs', 'about', 'extra'].

This adds a minimal-static build that I would love to use in the micromamba feedstock. The issue is that we're stuck on an old version of libarchive in that feedstock, mainly because we don't have a static build of libxml2 in conda-forge (which was added after 3.3 to libarchive). We don't need libxml2 in micromamba, so we would be happy to use this more minimal build for linux and osx :)
