[16.x] Split off `-devel` package #185

Backport of #183 / #184 (actually a rebase of the latter onto 16.x, so picking up some other relevant commits as well)

Sigh, bootstrapping problems everywhere - cannot merge https://github.com/conda-forge/libcxx-testing-feedstock/pull/9 before we fix the macOS 12 ABI break here.
