Artifact overrides #28

We should consider setting up the overrides so that installing CxxWrap on conda-forge's Julia build makes use of that binary.

This should be settable with -DAPPEND_OVERRIDES_TOML=ON -DOVERRIDE_VERSION_TO_JLL=ON.
