Why is static hwloc library disabled during build? #41

Hi!

As I can see in building scripts, static hwloc library is disabled. May I ask what the reason is behind this decision?

See https://github.com/conda-forge/cfep/blob/main/cfep-18.md for more information about static libraries. If static libraries are desired for libhwloc we should have a split output for them.
