Fix CI errors and bump to libsolv 0.7.22

Removed recipe/add_strict_repo_prio_rule.patch and recipe/memcpy_to_memmove.patch.

These patches are causing CI errors and I believe are no longer necessary due to: e79734abf6042a2a683c3d46ec0d7ecdb2b36be6 and https://github.com/openSUSE/libsolv/commit/ccc2ec885a81de137c30fd0deb8c5475440e5287
