Regenerate the feedstock to support Py36 #19

I hope this will provide Python 3.6 support for libtiff.

Please update the selectors in the recipe as well. Also should pick either Python 3.5 or 3.6 and skip one on Windows as they use the same VC.

Note that this is not the Python library libtiff in case there is some confusion.

Ah, I didn't realize this was the actual libtiff and not the python wrapper. In that case, best to leave it like this or else VC10 would be skipped for builds from now on.
