What is the intention of this PR?

As four versions failed to compile, the idea was to check if I could compile 0.12.3 with the latest conda-build. This way, I would eliminate the errors until I could compile 0.13.2 (which uses pydind11) or 0.14 (which uses pynano). But v0.12.3 doesn't compile. error: C++ style comments are not allowed in ISO C90
