simplify makefiles #122

update Makefile.conda.PAR from Makefile.inc.generic in mumps 5.7.3

merges almost entirely identical makefiles into Makefile.conda.PAR. Makefile.conda.SEQ now only overrides what's different, which is very little.

shouldn't change any outputs.

Doing this in it's own PR so it's easy to see actual changes in tackling something like #120
