Incorrect Python dependency version for ngboost 0.5.0 #31

Solution to issue cannot be found in the documentation.

Issue

ngboost 0.5.0 now supports Python 3.11 and 3.12, and also removed support for 3.7 and 3.8: https://github.com/stanfordmlgroup/ngboost/releases/tag/v0.5.0.

However, the recipe is currently still using Python versions in the range of 3.7 to 3.10: https://github.com/conda-forge/ngboost-feedstock/blob/main/recipe/meta.yaml#L19-L23

Could this be fixed and the package rebuilt?
