Add back mkl before mkl 2023 migration [Do not merge]

Follow up of https://github.com/conda-forge/numexpr-feedstock/pull/51#discussion_r1350058126: builds with mkl have been dropped in #51 by mistake, I guess. This PR is to show that the build with mkl are working in the same way as before #51.

It was quite confusing to figure out what is going on because the last "rerender" commits in #51 was incorrect:

the configuration files for mkl build windows were not removed in that PR (they should have been), only the once for linux were removed. This explains why there is a numexpr 2.8.7 with mkl build on windows only (and not linux).
the configuration files of mkl build for windows were removed in #52 (the mkl migration!), as it should have been already before, as the conda_build_config.yml was removed.
