Apply patches from svn to fix aarch64 bug

r6653: Remove unnecessary platform and processor defines.
r6651: Remove processor and platform defines from .pc file.
r6648: Avoid setting possibly-incorrect processor define (arm instead of arm64). Update autoconf and Python version support.
r6639: Apple compiler does not define __VFP_FP__ on ARM, but the CPU uses VFP floating point format.

Update patch-configure.diff as configure is impacted by the above patches
