Somehow the upstream fix for newer cuda compilers on Windows did not work. Instead I am now passing the respective flag as an environment variable vai NVCC_APPEND_FLAGS.

Please note that I also merged #124 into this PR. It is a minor change, but - while we wait for https://github.com/conda-forge/status/issues/181 to resolve - does it look alright to you, @hmaarrfk ?

I'm honestly not sure I understand the whole novec thing. I'm just a user of onnxruntime. But feel free to merge!!!
