Carry patch for xianyi/OpenBLAS/pull/2729 #103

Also, turn gfortran-diff into proper patch & put patches into folder. Remove now-unnecessary patch to revert xianyi/OpenBLAS/pull/2516.

@isuruf, not sure if there's anything to revert about the pthread handling (which IIUC was also a reaction to mitigate the segfaults), I'll leave that to you.
