Migration for libboost 1.86 with additional fixes and add traversaro as mantainer

Fix https://github.com/conda-forge/pcl-feedstock/pull/71 by back-porting https://github.com/PointCloudLibrary/pcl/pull/6105 . I also added myself to the maintainers so in the future I can directly modify the autotick bot PRs, feel free to comment if this is a problem @conda-forge/pcl .
