Updated version and SHAs. Reset build #. Fixed license to use correct SPDX Identifier.

Since v5.32.0 is not available for windows (see #40) let's try to build v5.30.3 first.

I have no idea why 100X build numbers were previously used so I didn't reset build entirely to 0.

That was for a previous compiler migration. Please reset the build number to zero since the version itself changed
