As discussed with Prospector developers in https://github.com/landscapeio/prospector/issues/644 I am attempting an updated env and rebuild with Python 3.12 :beer:

New pins in current meta - I had to temporarily turn off pip check since the deps have not been updated upstream; will return on once the deps are good at that end - but it is very likely that I'll close this PR and will open a new one for a new version (rather than build), so please don't merge this :beer:
