Conda recipe to support optional install of cytominer-database #1

Once we merge cytomining/pycytominer#160, we might decide to explicitly specify an optional cytominer-database dependency, using a solution as recommended by @bethac07.

@bethac07 - IIRC, you had mentioned you could provide support for the optional dependency management in the conda recipe. Did I remember that correctly?

I added #2 to bump pycytominer to version 0.2.0, but I have not yet added the extras_require of pycytominer here: https://github.com/cytomining/pycytominer/blob/f8ce3b4c5846dd5b0bec89e58c82956f3534c6c0/setup.py#L24

I looked to see if I could find a solution, but I was not able to. Maybe it is ok?
