Preperation for the upcoming 4.0 release, do not merge yet.

Checklist

[x] Used a personal fork of the feedstock to propose changes
[x] Bumped the build number (if the version is unchanged)
[x] Reset the build number to 0 (if the version changed)
[x] Re-rendered with the latest conda-smithy (Use the phrase code>@<space/conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
[x] Ensured the license file is being packaged.

Alright, I think this looks good. CC @ocefpaf @fonnesbeck pymc 4.0.0b1 is released on pypi. this is the next step.
