Arch Migrator: Use cross-compilation for Linux aarch64 && ppc64le

The PR is based on https://github.com/conda-forge/pyomo-feedstock/pull/89 but uses cross-compilation for Linux ARM64 and PPC64LE because TravisCI is very unreliable!
