PyPy 7.3.10 was released #98

I think this does not qualify as a version update to restart the build numbers, since the release still applies to python3.8 and python3.9 versions as supplied by PyPy.

The patches will require updates.

The build numbers are just to distinguish the artefacts if several have the same version. Since the packages here use the pypy version number (and the cpython version only as a name_suffix) there's IMO no reason not to reset the build number.
