Issue
Python-eccodes 1.6.0 added linking to a function that was added to eccodes only in 2.31.0, so that should be the new minimal eccodes version. Unfortunately, upstream didn't update the min_recommended_version declaration, which is likely why this was missed in #85. I reported the issue upstream in ecmwf/eccodes-python#82, but we can already update the pin here and put out a repodata patch to fix the released builds of python-eccodes-1.6.0.
