PDAL_DRIVER_PATH is not properly substituted on Windows

As reported in https://lists.osgeo.org/pipermail/pdal/2024-August/002839.html PDAL_DRIVER_PATH ends up being emitted without substitution on Windows:

(pdal-python) C:\Users\hobu\dev\mapserver-feedstock>echo %PDAL_DRIVER_PATH%
C:\Users\hobu\miniforge3\envs\pdal-python\Library\bin;@PDAL_PLUGIN_PATH@
