is anybody in a position to attempt to build windows? otherwise, i might just merge without it since the jpeg turbo change is pretty "cosmetic" for windows since this package never dependended on jpeg.

ok, i'm going to merge this now since there are a few pending migrations on the pinning repo that I want this build to get through before they start moving.

GIven that the previous windows build is still going to resolve for windows people this shouldn't be an issue.

Feel free to build windows, and let me know about it here or in an other issue so I can upload it.
