Package TinyTeX for `conda-forge` and enable Quarto to use it #26

Following up on discussions from #23 , we would like to be able to intall TinyTeX with conda and we'd like Quarto to be able to detect and use that installation.

I really don't know what it means to build a conda-forge package, though I know how we build packages for https://github.com/rstudio/tinytex-releases

so if I can help in any way please do tell me.
