Recommendation to Archive #89

@mfansler rgdal, rgeos, maptools and rgrass7 were archived on CRAN 16 October 2023. They should have been withdrawn by all downstream aggregators at that point for R 4.3, certainly for R 4.4. None of the retired packages are being maintained and will fail when GDAL, GEOS, or PROJ (upstream libraries) cause breakages. As maintainer of the retired packages, I cannot be expected to alert all downstream package managers/aggregators. Sufficiently noisy warnings were inserted into the retired packages and into sp, which has been moved to sf to satisfy its needs for functionality from GDAL, GEOS, or PROJ. I will not notify anybody, that is not my responsibility, I have done what could be done with obvious cases or where contacted by users experiencing problems. There won't be newer versions and the current on won't build in newer R, so I'm +1.
