This is a one-off to add some backward compatibility for r-archr on Bioconda. This can immediate be dropped after.

Here's a checklist to do before merging.

This is a bit complicated by the fact that the migrator overrides any r_base settings. To overcome this, I make the settings in the migrator itself and set use_local: true. Not great - but this is a one-off, so I plan to revert after we have one build. Were I to do it again, maybe something better done in a temporary branch.
