The r-x13binary package is merely wrapping x13as, which is under a particular license from the US government. Only the bits related to the R wrapper are under GPL, this is also expressed in (mojibake'd) license information on CRAN, but not here on the feedstock: https://github.com/conda-forge/r-x13binary-feedstock/blob/3340288f34bc11d50b48b9797c93642be99baa5b/recipe/meta.yaml#L39

I couldn't find the license used by x13 on SPDX and I'm not sure how it should be tagged. There also wasn't discussion about this point (AFAICT) when the package got added. Not sure about clauses like

User agrees to make a good faith effort to use the Software in a way that does not cause damage, harm, or embarrassment to the United States/Commerce. The United States/Commerce expressly reserve all rights and remedies.

OTOH, it hasn't stopped the CRAN folks from redistribution either, so probably not that big a deal.

The license looks OK for us; modification and redistribution is allowed. I would call it LicenseRef-x13as as it seems to be specific to the package.

That's what I went with in the closely related https://github.com/conda-forge/staged-recipes/pull/27853 as well.
