Tests now pass but I'd wait with merging until I have a change to test this next week on ARM hardware.

I've tested locally and it doesn't actually work, rabbitmq-server fails to start due to missing erlang component, I'll open an issue on the Erlang repo.
The tests passing here are probably misleading since they are not running on an actual arm64 hardware.

@ndevenish the Erlang issue should be resolved and I've been able to test manually so I think this one is good to go!
This feedstock is being rebuilt as part of the ARM OSX migration.
