Alternative to #111 that where the build runs on actual arm hardware which should allow for running the test to verify the package. Fixes #67

The tests on the native hardware (on Travis CI) are passing, so I think this is ready to merge. @ndevenish

I believe this PR is preferable to #111 which runs on x64 hardware and where I needed to disable the tests.
