Configure for ncurses to override automatic termcap requirement

Trying to build against this using Meson, and get a failure because the pkg-config file lists Requires.private: termcap instead of ncurses. configuring with --with-curses gets it to pick up ncurses listed as a dependency.

Seems fine to me. Presumably this will fix issues like this one https://github.com/conda-forge/readline-feedstock/issues/24. By the way, you can add yourself as a maintainer if you want.
