The line seems to require 2.17 (but there seems to be a missing = or >=) https://github.com/conda-forge/root-feedstock/blob/f157c9fe4e47df6fdad8c32eac7175a9d3dafd09/recipe/meta.yaml#L64
However, 2.17 has a problem when linking to libpthread.so. More information is on https://github.com/conda-forge/stir-feedstock/issues/101#issuecomment-1813306860. Upgrading to a more recent sysroot (i.e. glibc) seeems to resolve this. I've only checked with 2.28
