Some improvements:

Match even non-exact version (ignore minor/patch) When installing, add '=' between pkg_name and pkg_version

Hi @wolfv - I made some further improvements. I think after merging this, we should be good to use rosdep in the MoveIt cross-ci (see https://github.com/RoboStack/moveit/pull/2).
