In anticipation of https://github.com/conda/conda/pull/11837 's eventual release, we will need to provide ruamel.yaml for python 3.10 and maybe platforms that were not available in ... check notes ... 2020.

This needs to be merged to a different branch, I guess :)

The branch must be created from main. I don't think the repo infra at the old commit (823996c56b9cb415a292805591c8a70b82a983ee is a better one, but doesn't matter for the hash info) is functional, and there are no other changes in meta.yaml that affect the build.
