Try to get rid of Travis CI, yet again #138

As logged in #134, Travis CI is just not working for the ppc64le / aarch64 builds. Try again to run them on Azure.

[x] Used a personal fork of the feedstock to propose changes
[ ] Bumped the build number — N/A, packages are unchanged
[x] Re-rendered with the latest conda-smithy (Use the phrase code>@<space/conda-forge-admin, please rerender in a comment in this PR for automated rerendering)
[x] Ensured the license file is being packaged.

Yay, the mysterious failure is now gone! The cross-arch builds are very slow, but hopefully they will actually work for deployment, which they have not been doing in Travis CI.
