Fix meta.yaml to match the actual requirements in the source repo #137

cryptography requirement is out of line with the upstream package since it was relaxed in 2.8.3 https://github.com/snowflakedb/snowflake-connector-python/commit/cbfd6d087d094658ce1b90265799dfc97abaf534

This change makes the conda forge package in line with the actual upstream requirements.
