Update dependencies to allow pandas 2.1.0 #144

Solution to issue cannot be found in the documentation.

Issue

The snowflake-connector-python package will currently hold the upgrade of pandas to 2.1.0. Dependencies should be updated accordingly, preferably to allow any 2.x version, so the package doesn't need to be updated every time.

This is now breaking for the pandas 2.2.* release which has some fairly nice improvements for arrow handling that we can't get access to. Is there a reason for the constraint that needs to be resolved?

It looks like this has been bumped to pandas <3.0.0 upstream: https://github.com/snowflakedb/snowflake-connector-python/blob/main/setup.cfg#L96C5-L96C25
