Package pyre-check #18617

Kind of surprised that https://github.com/facebook/pyre-check hasn't been packaged yet, given it's prominence in the static type-checking community. I'd need pyre-extensions for another feedstock...

Also worth noting that there's https://github.com/conda-forge/pyre-feedstock already @conda-forge/pyre

welp, upstream's gotten via pip install pyre-check so doesn't seem like much of a problem. their intro also mentions watchman.

Both look to have non-trivial builds, which is likely why we haven't seen them yet...
