Bump to v4.4.6 #1

Include a patch release bump. According to the release notes, this is what changed.

Aug 2015: SuiteSparse version 4.4.6

  • SPQR: changed default tol when A has infs, from inf to realmax (~1e308)

As this is a trivial patch release bump, going to go ahead and put this in. The original version we used for this feedstock's release matched cvxopt exactly. Hence why we hadn't included this patch release initially in the event it caused problems.
