Add tlmgr dependencies from extras and texlive installer

This PR adds a small number of perl files and miscellanea that allow tlmgr to be run. This slightly goes against the "core" in texlive-core, but we already package a ton of packages here (including xetex) and this adds a small amount to make the installation a lot more usable (see e.g. #3).

Having a slightly more batteries included approach that allows people to install other things they need, would solve many of the issues people have encountered with this package to-date
