Rename to tika-python? #15

@conda-forge/core What's the policy/process for renaming a package? The upstream package is called tika-python and I'd like to have this feedstock renamed accordingly. (I want to contribute the actual tika program separately.)

The process is to add the package with the new name to staged-recipes and then create a new feedstock and archive the old one.

Replacing one package with another one with the same name is a more tricky business where I don't have a good answer.

The tika package in Python is tika-python and has been named that for nearly a decade. What separate program would be called tika that isn't this? I'm not supportive of renaming this.
