Add SystemC #3

Currently, only the C++ portions of verilator are enabled in the conda-forge build. I plan to add a SystemC feedstock and then I'll want to update verilator with a systemc dependence at build and runtime so that all of it's functionality is enabled.

Finally have https://github.com/conda-forge/staged-recipes/pull/22280 ready to merge SystemC and create it's feedstock. Should be able to come back to this and #39 soon
