Upgrade to hdf5 1.8.18 #32

A few CVEs were reported and fixed in hdf5 back in November 2016: http://blog.talosintelligence.com/2016/11/hdf5-vulns.html

Thanks @qwhelan. Would you be willing to also make a corresponding PR to the py2 branch? (We recently split the Python 2.7 and 3.x builds to separate branches to get around build time limitations.)
