freetype2.8 windows builds were not updated #52

somehow the windows builds were not updated to freetype2.8. Any chance this can be resolved?

I saw the last commit build and appveyor used the freetype2.8

Hmm... This is odd. I do see that if I click on the commit, but If I click the Appveyor badge on the front page of the repo, it is still showing an older set of builds from 2 months ago (freetype 2.7). I'm not sure why this is. The CircleCI builds linked from it's badge are more recent and correspond to @looooo's PR.

Maybe merging https://github.com/conda-forge/vtk-feedstock/pull/51 will create a build for windows. But I guess the version has to be increased in this PR.

I merged that but I forgot to increase the build number, so I created a PR for that. When the builds succeed I will merge that as well

win-packages with freetype2.8 are now available. Thanks @marcelotrevisani
