Bump version to 1.3.239.0 and rename vulkan-headers to libvulkan-headers

The name has been changed for consistency with what asked in https://github.com/conda-forge/staged-recipes/pull/19764#pullrequestreview-1085836936 . No dummy package for transistion has been added as this package is currently not really used, as it is missing the actual vulkan-loader .
