Add wasmer-headless #5

New in 1.0.1 is a lightweight, runtime-only tool called wasmer-headless, included in the main tarball. The wasmer conda tarball is 18mb (on liunux, we'll see on windows), which seems big, but manageable, but there might be nice benefits from having something smaller. Won't know until we try!

It's probably worth looking how some of the distros do it...
