The wapm CLI which can be built from the main tarball provides a package manager for wasm, backed by https://wapm.io/ (presumably you can stand up your own).
It's probably worth adding, at least in the near term, but likely has some interesting patterns/conventions we can (ab)use for packaging actual WASM stuff, and making it work nice with "native" stuff (a la pip).
